KPRC news in Houston recently filmed a secret experiment by law enforcement agencies including the Dept. of Homeland Security of a drone intended to spy on Americans.
The drone uncovered during this investigation are not like the large, expensive models used by the military for targeted strikes on militants half a world away. These are manufactured by Insitu out of Bingen, Washington (corporate offices located in Australia), only weigh about 40 pounds (18.1 kg) before monitoring equipment is installed. This model has the capacity to stay airborne for up to a day.
The Houston Police Department responded with the following statement, “Potential public safety applications include mobility, evacuations, homeland security, search and rescue, as well as tactical.”
Such benign excuses were also used during the passage of draconian bills such as FISA and the Patriot Act before it was revealed the much more insidious and rampant applications of those tools.
Houston is within the coastal and border zone of America, where two-thirds of the population lives and where constitutional rights are routinely disregarded according to the ACLU, yet this poses the question about whether this is pilot program and the usage of unmanned drones might become a regular policy of law enforcement agencies in surveillance operations.

How do you know it’s not intended to spy on criminals?
If they’re criminals, wht do you have to spy?
We won’t know criminals are criminals unless we patrol (something many others would erroneously call spy). The only alternative would be to let them get away with it, right? Many people think we should let them finish the crime and then spend thousands of dollars to investigate who did it. Criminals are criminal even when they haven’t been caught. Unless you believe that a tree falling in the forest doesn’t make a sound unless someone is there to hear it.
Your analogy is off. The tree has fallen in the forest. No one contests that fact, only the conditions under which it makes a sound are contested. There is no analogy in the criminal case because you do not know who will commit a crime; you do not know if the tree will fall to start the argument. If the tree falls, then you can debate about whether it makes a sound. If a person commits some act, then you can debate whether that act is a crime and under what circumstances. I think you were just trying to use an old adage because it sounded right, but unfortunately it is not appropriate in this case. As for your overall position, I think that you do not see the fear people have of unjustified surveillance of law abiding citizens. A person should not have to forfeit their privacy and dignity for security. I mean of course we need to compromise on things like bag searches at airports, but if we are going to our friend’s house, the government does not need to be privy to that information. This move to allegedly employ spy drones within our borders reminds people of that kind of scenario.

As citizens we have a reasonable right to privacy guaranteed in our constitution and reinforced by many many Supreme Court decisions. This clearly violates a lot of those. I knew I should have joined the ACLU!

Being treated like a criminal means being arrested, tried, etc. I wouldn’t be treated like a criminal if I didn’t do anything wrong. The drone is merely flying overhead.

For law enforcement everyone is guilty until proven otherwise. I would rather die than give up my rights to privacy! We are becoming a facist police state and we need to wake up!
It is actually illegal to fly an unmanned vehicle in the US, in any capacity other than models for recreation. To fly something like this legally you have to register the aircraft as an experimental and request a specific waiver from the FAA every time you want to fly.
So not only was the police dept. likely breaking the law, they would have to plan this out months in advance to perform any sort of surveillance.
Don’t believe me? Google FPV (First Person View) legal issues. There is a legal framework being considered by the FAA right now to figure out how to handle this new tech.
I was not aware of this, thanks for the new perspective. I have to wonder however, how long it will take before an ‘urgent’ law is rushed through that changes this FAA rule. Call me paranoid, but the M-I complex has some heavy leverage on our government.

The police have less-strict rules when it comes to aviation. Just as with lifeflight they opperate with there own set of guidelines due to the nature of the flying purpose. Police helicopter pilot are also armed with sidearms because they are first police officers, just with a different form of a transportation. With the regards of the FAA they also have a different set of rules and regulations. The police are a form of government so they fall under government guidelines, the “red tape” gets lifted for them, so it is not illegal. If you have read the FAA Regs an experimental aircraft cannot fly over densely populated areas and in class B airspace which Houston classifies as both. If local government agencies are using this UAV “drone” then it would have been tested and approved by the FAA for government use therefor not making it experimental, which is a class of aircraft. P.S. all aircraft are first classified as experimental until the FAA approves them, even the airliners you see flying.
Next step is putting Hellfire missiles on these. Then the cops can be judge, jury and executioner. Oh that’s right, they already are. Hmm, where did I put that Stinger?

I wonder if the video feeds are as unsecured as the ones the military use in Iraq. If I still lived in Houston I would buy the 30 dollar software to see if I could intercept the feed. It’s called skygrabber(for anyone interested). Digg had a post on it awhile ago in which the enemy was jacking into the feeds and using that information to stay hidden.
There should be public outrage about this.
First the police are flying black helicopters, now black unmanned drones. How long before it’s just the robots themselves flying, or there’s a robot police? How long will it be before they strike a pact with the aliens to acquire UFO technology? Wake up people!
HPD helicopters are blue with red and white stripes. To be exact they are MD 500 and MD 530 (google it) and the are all outfitted to see what is on the ground day or night and they have been for years. So what’s the difference? I would be willing to bet that the UAV is a whole lot cheaper to opperate than these helicopters saving your tax dollars.

Any technology used by the Stasi (“law enforcement”) WILL and IS being used to violate every constitutional right of the citizenry. Whether you are “law abiding” or not: the aim of these technologies is taking our freedom.

UH … this article was obviously written to incite and not actually communicate facts. The UAS in the article is manufactured by a very large American company – they happen to have an Aus subsidiary (not related to the UAS). Second, one of the responders correctly stated that the UAS can’t fly unrestricted in US airspace. Third, what would these things see that some guy in helicopter would not be able to see?

I was waiting for something like this to occur. I doubt most Houstonians or those living near the coast in these United States understand how their liberty has been compromised by law enforcement going too far. I am happy to see the reference to the “Constitution-Free Zone.” If you give law enforcement an inch, they will take many miles in return. Basically, the terrorists have already robbed us of our liberties. But, there are fools who support this kind of crap stating that you have nothing to worry about if you are behaving.
