Shane Harris’s The Watchers, the Rise of America’s Surveillance State is a must-read for anyone interested in the war on terror. Harris, who has covered counterterrorism and electronic surveillance for National Journal since the 90’s, has composed a book that is thorough, well-written, informative and non-partisan. It offers a discussion of the rise of wiretapping in the post-9/11 era from the perspective of those inside the intelligence community, or “the watchers.”
